This article explains the main risk rules, transaction limits, and common decline reasons for Kolo Visa USD cards. These rules are designed to protect your card from fraud, reduce risky transactions, and support compliance requirements.

Updated yesterday

Why a Transaction May Be Declined

A card transaction may be declined for different reasons, including:

  1. insufficient available balance

  2. spending limits or transaction limits reached

  3. the merchant is restricted

  4. the country is blocked

  5. the transaction amount is above a limit

  6. too many transactions were attempted within a short period

  7. the merchant category is blocked

  8. merchant-side acceptance or processing issues

  9. security checks such as CVV or 3DS verification failed

💡 Pro tip: A decline does not always mean there is a problem with your card. In many cases, the payment is blocked automatically by a risk rule.

Restricted Merchant Categories

Kolo blocks certain merchant categories by default based on MCC (merchant category code).

These may include categories related to:

  1. Explosives (2892) and Small Arms & Weapons (3484)

  2. Wire transfers and money orders (4829)

  3. Drug stores and proprietary drugs (5122)

  4. Antique shops and pawn shops (5932–5933)

  5. Direct marketing services (5960–5969)

  6. Stamp and coin stores (5972) and Cigar stores (5993)

  7. Quasi‑cash and financial institution cash disbursements (6010–6051)

  8. Securities brokers and dealers (6211)

  9. Remote stored‑value or money transfer services (6530–6534)

  10. Video games, dating/escort services and gambling (7272–7802)

  11. Massage parlours (7397)

  12. Debt collection agencies, race organisations and gambling/lottery services (7322, 7848, 7995)

  13. Political or religious organizations (8651–8661)

  14. Bail and bond payments (9223) and intra‑government purchases (9410/9700‑9702)

These categories are blocked to reduce the risk of fraudulent or regulated transactions.

⚠️ Important: Even if a merchant appears legitimate, the transaction may still be declined if the merchant is classified under a restricted MCC.

Restricted Merchants

Kolo may also restrict certain individual merchants based on internal risk controls.

Because merchant restrictions can change over time, a merchant may be declined even if it worked before.

  • OnlyFans, eToro, Skrill and Neteller

  • Badoo and Wish.com

  • Chegg and PUBG Mobile

  • Google Games and Experian

  • Papilon, CoinDeck and Deriv

  • Wise, OpenPay and PayFast

  • WePay and Fortnite

  • Magic of Egypt and Caliente

  • Blue Tomato and Dunelm

  • Morqavi and SimpliSafe

⚠️ Important: Merchant restrictions are reviewed and may change without notice as part of fraud prevention and compliance controls

Advertising Payments

Kolo cards can be used for advertising spend, but ad platforms often make repeated billing attempts, which can trigger velocity rules.

Meta / Facebook Ads

For Meta Ads, keep in mind:

  • more than 40 advertising transactions within 2 days may trigger a decline

  • high-volume ad accounts may benefit from using multiple cards

  • using separate cards can also help with reconciliation and spend control

💡 Pro tip: If you run heavy ad spend, it is often better to split activity across multiple cards instead of relying on a single card for all billing attempts.

Google Ads

Google Ads generally works well with Kolo cards.

However:

  • some first-time attempts may be declined

  • the platform may retry automatically

  • small verification attempts or temporary checks may happen before regular billing starts

If the first attempt fails, retrying often works.

Recurring Subscriptions

Some subscription merchants may decline the first attempt even if the card is valid.

This can happen because of:

  • merchant-side risk checks

  • first-time card verification

  • recurring billing setup behavior

If this happens:

  • retry the payment

  • check whether 3DS is required

  • try the same card again after a short delay

  • try a different card if needed

💡 Pro tip: A failed first subscription attempt does not always mean the merchant is unsupported.

Merchant-Side and Verification Issues

Sometimes a payment is declined even though your card is active and funded.

This may happen because:

  • the merchant’s payment processor rejects the card

  • the merchant applies BIN or region filters

  • the merchant blocks certain debit, virtual, or business card scenarios

  • the checkout flow fails during verification

  • 3DS or OTP confirmation is not completed successfully

Common Decline Scenarios

Common decline scenario

What it means

Too many transactions in a short time

If you make several payments too quickly, the card may be declined by a rapid transaction or daily velocity rule.

Merchant or MCC restriction

The transaction may be blocked because the merchant falls under a restricted category or is on an internal restricted list.

Blocked country

A transaction may be declined if the merchant is located in or processed through a restricted country.

Incorrect CVV attempts

Too many incorrect CVV attempts may temporarily block further transactions.

Transaction amount above a rule limit

Some categories such as fuel, gaming, ads, or ATM withdrawals have specific amount or velocity limits.

What To Do If Your Transaction Is Declined

  1. Check your card balance — Make sure you have enough funds

  2. Check card status — Ensure your card is active and not locked

  3. Review limits — You may have hit a daily or monthly limit

  4. Check merchant — The merchant may be in a restricted category or country

  5. Wait and retry — If you hit velocity limits, wait a few minutes before trying again

  6. Try Apple Pay or Google Pay — Wallet payments work better than manual card entry

  7. Try a different card — if the issue is merchant-specific or related to card-level risk rules

  8. Check 3DS or OTP delivery — The transaction may fail if verification was not completed in time

  9. Contact support — If none of the above apply, reach out to us.

FAQ

Why does Meta Ads get declined even though the card works elsewhere?

Meta may make repeated billing attempts. If too many ad transactions happen within a short period, the ad services velocity rule may block the payment.

Does Google Ads / Google Cloud work with Kolo cards?

In many cases, yes. However, some initial declines or verification attempts may happen before billing starts working normally.

Can Apple Pay or Google Pay help if the merchant declines manual card entry?

Yes. In some cases, using Apple Pay or Google Pay works better than entering the card details manually.

Why can’t I add my Visa USD 454905 card to Apple Account or PlayStation Store?

If you are using a Visa USD 454905 card for Apple Account or PlayStation Store purchases, the account region must be set to United States.
For Apple, this means your Apple Account (also known as Apple ID or iCloud account) must have the United States region selected.
